As the Chief Executive Officer of TERRA Renewable Technologies, S.A.M. Britt serves as a key principal leader in the implementation and management of TERRA’s renewable energy programs and initiatives nationwide. Ms. Britt has over 28 years of combined experience in business management, nonprofit enterprises, and renewable energy.  She has specialized experience in marketing and educating communities on renewable energies and has led projects in renewable energy-related issues dependent upon developed relationships with government officials, agencies, educational institutions, public officials and corporations. 

Ms. Britt fosters an environment of high performance within TERRA in her oversight of renewable energy project development and implementation in addition to providing hands-on support in various tasks and initiatives. She provides executive-level leadership to a team of highly experienced industry leaders and consultants in the formation of objectives and priorities to successfully promote clean energy generation and efficiency with the collaboration of key partners, stakeholders and public interest groups on matters pertaining to renewable energy. Ms. Britt has experience identifying opportunities that brings the TERRA team together to optimize their skills and talents in energy supply and technology.  She accomplishes this by communicating project needs and managing relationships across internal and external stakeholders, negotiating energy agreements, identifying regulatory and policy opportunities, and identifying market conditions material to TERRA.

Ms. Britt has provided critical guidance in leading teams from 5 to over 200 people that utilize a range of research and reporting techniques including, but not limited to, design thinking, qualitative and quantitative research methods, data analysis, service delivery models, and program performance evaluation to identify issues that impact business bottom lines and impacts on communities. Ms. Britt is highly skilled in assembling and leading diverse people, groups, and institutions through change and in attaining common ground, organizing, collaborating, and developing innovative approaches to accomplishing business goals. As a passionate member of the community and advisor to non-profit groups and community-based organizations, she continues to lead and work with community organizations and foundations. 

Ms. Britt ensures that TERRA’s goals and strategies support its long-term vision which is to reduce or reverse the effects of climate change so that future generations of life can continue to enjoy the Earth; do our part in making the United States the world leader in renewable energies technologies; work to make the renewable energies industry the key component of the United States Energy Sector and provide protections through advancements in cyber-security; and grow the renewable energies industry workforce with the ideals of equality and inclusion. TERRA works to bring cleaner, more affordable energy solutions to individuals worldwide.    

Sandra received her Juris Doctorate from American University, Washington College of Law and her BA from Colgate University.

José Menéndez is the President of PERI, with over 25 years of experience. He has experience with all phases of developing, constructing and commissioning power projects including feasibility studies, environmental impact assessments, financial and tariff analysis, project agreement negotiation, identifying and securing debt, and equity financing. Mr. Menéndez also has over 14 years of working on DOE contracts including providing support to DOE’s Office of International Affairs where he prepared the policy paper for the U.S.-China Energy & Environment Technology Center (EETC) that EETC used for its core recommendations to the city of Beijing for how to improve the air quality in preparation for the 2008 Olympics. Because of trusted influence within local and international energy policy making, Mr. Menéndez has been twice appointed by the Maryland Governor to Maryland's Strategic Energy Infrastructure Advisory Board (SEIAB) whose main purpose is to oversee the Strategic Energy Infrastructure Fund which was implemented to promote renewable energy and energy efficiency in Maryland.

Dr. Pamela E. Queen, trusted advisor fostering business development and regional growth throughout the State of Maryland, serves as a Management Consultant and the Mentoring Program Lead for TERRA Renewable Energies. She is a STEM professional with a B.S.  in Mathematics from Tuskegee University, a M.S. in Computer Science and a M.S. in Technology Management both from the Johns Hopkins University Whiting School of Engineering, and a Ph.D. in Finance from George Washington University.  Dr. Queen is a certified Project Management Professional (PMP) with impressive business know-how in establishing project management, financial and cost controls, governance, and quality assurance policy for corporate and government agencies.  She has over 30 years of corporate management experience working at Science Application International Corporation (SAIC), BDM International (now Northrop Grumman), and the Johns Hopkins University Applied Physics Laboratory as a management consultant serving as a trusted advisor for various government agencies.  She managed numerous multi-million-dollar task orders from project initiation through project close-out. Notably, Dr. Queen has extensive experience with training and mentoring business owners, executives and managers from start-up business enterprises.  Additionally, she has been an innovative finance professor at Morgan State University since 2010 teaching core business courses for undergraduate and MBA students and specializing in teaching case methods in managerial finance decision-making covering topics such as security valuation, risk assessment, capital budgeting, cost of capital, capital structure, and capital raising decisions for corporations.  She uses her vast corporate experience and training to better engage students and prepare the next generation of global-minded business professionals.

Dr. Lawrance L. Evans, Jr. is a presenter and author of various publications and Federal Reports dealing with a plethora of financial subject matters including, but not limited to, Economics, Cybersecurity, Banking, and Wealth.  Dr. Evans provides critical guidance to audit and research teams on a range of technical issues including, engagement design, qualitative and quantitative social science research methods, economics, data analysis, statistics, program evaluation, and future oriented analyses. He also oversees an ongoing initiative to ensure that teams consider disparity and equity in their audit framework. Dr. Evans has been recognized for novel analytic approaches, rigorous economic analysis, and a willingness and ability to tackle the most complex research questions. These efforts have included the construction of original databases, important recommendations, financial savings, and groundbreaking work that has helped broaden Congress’ understanding of major policy challenges. He has also testified before Congress on a range of critical issues, from systemically important financial institutions, deemed “too-big-to-fail,” to the regulatory landscape confronting financial technology firms. Dr. Evans is a Magna cum laude graduate of Colgate University where he received his BA in Economics with Honors. He received his MA in Economics with Honors from New School for Social Research, and his Ph.D. from University of Massachusetts, Amherst in Macroeconomics with Distinction, International Economics, Econometrics.

Dr. Matthew Crosston is an acclaimed author and educator who consults with governments and academic institutions on a range of issues covering education innovation, intelligence and cyber, resource dilemmas, and human rights conflicts. He is a leading curriculum and instructional designer, having developed and launched numerous programs at the Bachelors, Masters and Doctoral levels. At Bowie State University, he serves as its first Director of Academic Transformation where he leads the design of innovative models for teaching and learning, technology integration into teaching practices, faculty development in new instructional models, and partnership expansion to support enhanced research and teaching. He serves as Senior Research Fellow at the Institute for National Security Studies in Tel Aviv, Israel, Senior Advisor for the Research Institute for European and American Studies in Athens, Greece,  Senior Fellow at the China Eurasia Council for Political and Strategic Research in Nanjing, China, and Executive Vice Chairman of ModernDiplomacy.eu. Dr. Crosston was the first American invited to conduct a political analysis column for the Russian International Affairs Council in Moscow, Russia, and is on the Senior Advisory Board of the International Journal of Intelligence and Counterintelligence.  He has published top-tier research that has made required readings lists at U.S. STRATCOM, CYBERCOM, the Army and Naval War Colleges, Mossad, the U.S. Department of State, the Ministry of State Security in China, and the Russian Ministry of Foreign Affairs.  Overall, Dr. Crosston’s work has been translated into Russian, Arabic, Mandarin, French, Indonesian, Hebrew, Spanish, Turkish, Farsi, Greek, and Uzbek. He has a BA from Colgate University, MA from the University of London, Ph.D. from Brown University, and a completed Post-Doctoral Fellowship at the University of Toronto.
